上週五是工作日,我早上駕車往北潭涌,沿途見位於企嶺下燒烤爐旁的路邊車位竟然全滿,早禾坑停車場亦是。大網仔停車場見只淨幾個車位。幸好到達北潭涌停車場時尚有一半空位。

工作日都已經係咁,週六、日及公眾假期就更加難搵車位。

在工作日都可咁爆,似乎現在附近居民平日都係泊車在該些地方。

Rubbish leftover and BBQ site charged are 2 different issues.

The government should has the reponse to provide cultural, entertainment facilities to the public FOC. It is not a excuse to charge the users if these activities becomes more popular and welcome by the mass. If the library is too crowded, the government should build some more instead of put higher fee to bar off the poor. And if there are too many children need to go to school, the government should build more school instead of to increase the tuition fee !!!

Rubbish problem could be solved by fixed penalty. User have the right to keep the barbecue site clean and tidy. We need to educate them.

I do not oppose charging for bbq sites. After all, we left tons of rubbish around the sites every weekend/holiday and should pay to get it cleaned. If we want to continue to use the sites free, are you willing to bring your own rubbish home??

Hiking should be charge ;
Swimming should be charged ;
Cycling should be charged ;
Camping should be charged;
Rock Climbing should be charged;
Diving should be charged;
Jogging should be charged;
Pinnic should be charged;
Sightseeing should be charged;
Taking Sun bath should be charged;
Breathing should be charged.....in some day.

【 明 報 專 訊 】 秋 意 漸 濃 , 踏 入 郊 遊 燒 烤 旺 季 , 每 逢 周 末 假 日 便 有 多 達 3萬 人 使 用 郊 野 公 園 的 燒 烤 場 , 漁 農 自 然 護 理 署 面 對 每 月 百 噸 計 垃 圾 及 「 臭 氣 熏 天 」 的 廁 所 衛 生 問 題 , 正 構 思 將 使 用 率 高 的 燒 烤 場 熱 點 私 營 化 , 承 辦 商 負 責 清 潔 管 理 , 可 向 市 民 收 取 燒 烤 費 用 。

城門大尾篤或成試點

有 關 構 思 下 周 二 將 提 交 郊 野 公 園 及 海 岸 公 園 委 員 會 討 論 , 倘 獲 通 過 , 將 先 在 1至 2個 燒 烤 熱 點 , 如 城 門 或 大 尾 篤 燒 烤 區 進 行 試 驗 。

漁 護 署 轄 下 的 郊 野 公 園 有 220個 燒 烤 地 點 , 共 有 2900個 燒 烤 爐 , 當 中 一 些 鄰 近 市 區 交 通 方 便 的 燒 烤 熱 點 , 逢 周 末 假 日 都 擠 得 水 泄 不 通 , 垃 圾 量 驚 人 。 市 民 品 嘗 惹 味 雞 翼 的 同 時 , 經 常 也 得 忍 受 廁 所 傳 來 的 臭 氣 。

漁 護 署 強 調 燒 烤 場 私 營 化 建 議 旨 在 為 市 民 提 供 較 優 質 及 清 潔 衛 生 的 燒 烤 服 務 , 初 步 構 思 會 將 部 分 燒 烤 場 熱 點 外 判 私 人 承 辦 商 , 負 責 清 潔 管 理 及 改 善 燒 烤 設 施 的 工 作 , 例 如 提 供 預 訂 服 務 , 但 一 切 有 待 委 員 會 下 周 商 討 , 暫 未 有 任 何 時 間 表 , 即 使 獲 得 通 過 亦 要 先 進 行 試 驗 計 劃 。

署 長 陳 鎮 源 昨 對 本 報 記 者 表 示 , 燒 烤 場 收 費 構 思 很 值 得 考 慮 , 但 他 不 諱 言 擔 心 市 民 抗 拒 收 費 , 故 要 進 一 步 考 慮 其 他 可 行 性 , 如 在 同 一 燒 烤 場 分 設 「 收 費 區 」 和 「 免 費 區 」 , 讓 市 民 可 以 選 擇 , 惟 這 也 可 能 令 大 量 市 民 湧 到 「 免 費 區 」 , 以 致 「 收 費 區 」 欠 缺 競 爭 力 難 以 經 營 。

他 又 指 , 構 思 若 獲 支 持 , 漁 護 署 亦 要 先 修 例 , 在 《 郊 野 公 園 及 特 別 地 區 規 例 》 中 , 在 收 費 活 動 中 加 入 燒 烤 項 目 。

勞永樂贊成收費構思

郊 野 及 海 岸 公 園 委 員 會 委 員 熊 永 達 表 示 , SARS令 大 批 市 民 湧 到 郊 野 公 園 , 造 成 大 量 垃 圾 問 題 , 但 當 局 缺 乏 資 源 處 理 , 漁 護 署 遂 在 早 前 一 次 會 議 上 提 出 部 分 燒 烤 場 私 營 化 的 建 議 。 他 透 露 , 委 員 意 見 紛 紜 , 有 人 擔 心 計 劃 可 能 惹 來 公 眾 強 烈 反 對 , 但 他 個 人 則 贊 成 建 議 , 因 收 費 目 標 是 改 善 管 理 及 環 境 。 「 即 使 籃 球 場 也 要 收 場 租 , 政 府 確 實 要 支 付 行 政 費 管 理 燒 烤 場 。 」 立 法 會 議 員 勞 永 樂 亦 贊 成 收 費 構 思 , 他 形 容 郊 野 公 園 燒 烤 場 的 衛 生 問 題 是 漁 護 署 「 沒 辦 法 解 決 的 」 , 以 漁 護 署 有 限 的 人 手 , 根 本 沒 可 能 長 時 間 派 員 監 管 燒 烤 場 衛 生 情 G , 燒 烤 區 遺 下 的 大 批 垃 圾 , 隨 時 會 傳 播 病 菌 。

非常同意,尤其是老虎機早己電子化,我估咁做只須要更改機內的軟件。

兩個鐘頭,點行山呀?《釣魚翁郊遊徑》在《孟公屋》的起點的停車場,就有咁既問題,搞到無人泊。

在《北潭涌》停車場裝設可停泊12小時的咪表的話,就完全無須考慮外判請人假日向司機收泊車費,因為只須調校「收費規則」為︰

平日 ︰ 全日免費
假日及公眾假期︰ x am - y pm, $X/hr

逐步改為錶位就真係阻到生人霸死地這問題.

But it also affect the holiday hikers. For example, the carpark in Kowloon reservior, Tai Po Road before is FOC, it was always occupied by nearby resident's vechiles ( I supposed not only nearby ) ,《十四鄉泥涌》停車場(即「西沙茶座」對面 is also the same, Resulting in the visitor in sunday cannot easily parking there. That means the walking trials, barbaque sites becomes not so meaningful. Nowadays, these carpark is meters charged but only for 2 hours limited which cannot satisfy the activities needed. Why don't the govt changed this country park meters to 12 hrs limit ?

我冇車

北潭這停車場在我記憶所及盤古初開就有假日供不應求的這問題存在. on the other hand, 在西貢住左十幾年真係睇住沿清水灣道同西貢公路D免費車場逐步改為錶位就真係阻到生人霸死地這問題.

back to 北潭, 我覺得大方向係應唔應該收費, 同埋係咪剩係假期收費, 如果剩係假期收費咁點解決20點這純係技術問題必有方法

你的想法最多只能公營, 無可能私人承辦, 又要立法, 又要發告票, 連 Saikunger 都未睇明白我的問題, 正如你都知如果D車場收晒工至出車,又要自己去交錢.既然2000後是免費,又點解搵D COFFEE GAL 來 送牛肉乾呢.
公就係公,私就係私,剩係SUNDAY果十幾個鐘攪私營係唔得既.倒不如都係亞公做埋,仲要係365日, 24 HRS 果隻, 養多十幾個人員減少UNEMPOLYMENT啦. 外判就一定無人做GALA.
我都明白你既苦心,天下無話辦唔到既事,如果收D錢可以令到星期日既北潭涌「十位九空」。 我都覺得唔錯. 不過我自己既睇法係唔同意收費趕客, 這同加隧道費無咩分別.

如果《北潭涌》都搞《十四鄉泥涌》停車場的收費模式的話, O甘大家就最多泊兩個鐘又要返回入表, 行去西壩返轉頭都趕唔切.

諗諗下,《十四鄉泥涌》停車場(即「西沙茶座」對面)由免費轉咪表後,立即由平日都爆棚變為「十位九空」。

《北潭涌》都搞收費的話,我想可能會虧本,因為它比《泥涌》仲少人去。

My understanding of the point lc raised is: what if the car leaves after 8pm? The carpark attendant will have already gone home. Either the driver doesn't have to pay at all, or he gets a bill on his windscreen as I propose.

As to (1) "user pay" vs. "first come first serve" and (2) whether the govt has to duty to provide free carparking, I note your different views. I can't say you're wrong, although I don't agree with them.

Ignoring or losing the parking bill stuck on the windscreen may attract the same consequence as doing likewise in respect of fixed penalty ticket (including court proceedings and inability to renew the vehicle licence), although a new legislation may be required to authorise these first.

Method of payment is the least of my worries. PPS, autopay, cash, cheque at the Post Office and courthouses, just like tax bill and fines.

for me its very easy to handle this issue (car parked in the lot before the operator run the business, say fr 0700 to 2000 of a holiday) :

for cars enter the carpark after 07, the drivers will be given a time stamped ticket and when they get out, they will be charged according to the time they use the carpark, this is the normal way v are charged by carpark.

for cars enter the carpark before 07 of the holiday, when they get out without a ticket, they will be charged according to the time lap between 07 and the time they get out. this is fair

in fact with the popularity of this area, it may be economically viable for the operator to run the carpark 365 days - this carpark is suppose for country park visitors and they have to be encouraged to take public transportation

The govt office carpark open for public is another story. Just similar as the staff canteen inside the building of govt office sometimes also serve the public.

To stick a bill in the wind screen is also trouble making. Where should they paid ? Treasure Dept? Post Office? 7-11 ? If the bill lost, the driver have the responsibity to report and to pay? I never heard any charge car park serve like that. They may paid late, they might forget...so many arguement???

Or if they simply don't paid. Do you think you can do anything like fix penalty ? Govt provided utility and private business can be united? I don't think so. If so, our govt should chase for the unpaid rent to those tenents who don't paid the rent to the house owner and occuply their flat for several months.

First come first serve may not be 100% fare but it is the most fare way I know. If Pak Tam Chung Carpark is operated by Wilson or Adam, the same problem is still here. If many people goes there in Sunday, you still need to wait. No different, You guess less people will go there if it is charge. May be, at least in some extent. You have money, They don't have money ?

To provide parking utilities is the govt duty. I don't agree to let her escape from the problem. If you have a request, why don't talk to the transport dept to increase more carpark number.

One more suggestion, there should be some private land around Pak Tam Chung. Can they operate a private carpark business? Why not, My answer is no one would like to operate a bussiness that only have customers in Sunday.

The nature can make a balance, don't till it! 你話人地霸位, 人地又何嘗唔覺你想霸位, 總之一車一位就得啦. 有錢大晒呀? go earlier la.

The carparks at the govt offices in Queensway, Lower Albert Rd and Wanchai are open to the public for a fee on Sundays. The Govt can do likewise, i.e, charging for Sunday only, at 北潭涌.

The problems you raised can be solved by a stocktaking of the cars at the end of the session. Cars which are still there can have the bills stuck on their windscreens for payment later in the same way as fixed penalty tickets are issued and paid.

"User pay" is fairer than "first come first serve" in areas where and at times when there is an acute demand of carparking spaces. Parking at the places you mentioned, Repulse Bay, Shek O, Stanley and The Peak all operate on "user pay" basis during peak hours, 7 day a week.

If it works, can you give an example where there is a carpark charge only in Sunday and Public holidays. Repulse Bay ? Shek O ? Stanley ? The Peak ? No, there isn't.

Simply if it works, it already exist.

Anking a question. One started parking in Saturday morning and leave in Sunday's afternoon. How to charge? You may suggest to charge only Sunday's hours portion.
Then if one start parking from Sunday afternoon and leave on Monday, How to do ? Some staff must stay there until all car departure. Then you may suggest to collect deposite in advance.
Then if one start in Saturday and leave in Monday, how ? Lock it up ? Tow it away ?

The only solution is 24 hrs operation and charge all the time. But I don't agree because it will become monopolised.

好明顯,d乜乜「威信」、「毅達」是透過管理好多個停車場來生存。

管多一個場,即使只是每星期一、兩日,只要對公司盈利有貢獻,生意又點會唔做?

請一、兩個散工「石Q」,只在假日返停車場睇場、收錢,有乜困難?此份工最合想搵兼職的人。

I don't think it works because there will be no business in week days.
I don't really agree the carpark in PTC need to be charged. First come first serve is quite fare, but 1 car took 2 spaces should be forbidden. Recently I saw officer of Transport Dept appear in Sunday.

I also live in Taipo. I always park in Pak Tam Chung and start my jounney. But I perfer to take a taxi to Sai Wan Ting instead of walking along Sai Wan Road. Of course 2 or 3 persons together to share the taxi fee.

finally i had a look in Sai kung town centre, and find no carpark have daily rate.
then i proceeded to Pak Tam Chung and free of
charge there.benz do not drive benz !! the reason i want to park in saikung is that i live in TaiPo , and want to go to sai wan by village coach in town centre of sai kung.But finally i turn out to walk along Sai wan Rd with my about 15 lbs. back pack,and tripod.

咁你們西貢村民,駕車去《西貢墟》shopping,淨係泊車都幾貴喎。唔知d超級市場,有冇提供泊車優惠呢?

冇的話,我諗你們有人會駕車去《銀線灣》商場,因為那裡免費泊車。

v have 4 car parks in saikung operated privately. they r all hourly. i think in weekend, (fr afternoon of sat n the whole sunday) they charge u 25 bugs per hour

on top of them, there is a carpark next to the golf club pier, operated by the golf course (hk jockey club). this carpark is also open to public but should have some sort of discount if u r a golf course user.

word of caution, it will full b4 0900 in weekends

Why don't you park your car in Pak Tam Chung or Tai Mong Chai as it can be FOC ? Are you afraid that your Benz will be stolen !
Then you may park in Sai Kung Garden covered carpark or Tsui Tong Garden in hourly rate. And I'm not sure if the open space car park are still in operation near to the bus terminus that you can try to see if daily rate is available.
